National Energy Administration: Upgrade Charging Technical Standards to Promote High-Quality Development of Charging Infrastructure
Digital Energy Storage Network News: Recently, the website of the National Energy Administration released the Reply to Proposal No.6465 at the First Session of the 14th National People’s Congress, responding to the proposal submitted by Deputy Li Gang on developing a high-quality charging infrastructure network.
The National Energy Administration will continuously strengthen the planning and layout of charging networks, accelerate the construction of charging infrastructure in rural areas, optimize charging networks along highways and in residential communities, and advance the high-quality development of charging infrastructure.
In addition, it is actively promoting the gradual establishment of a three-tier monitoring and service platform system for charging facilities at national, provincial and municipal levels featuring vertical integration and horizontal coordination.
In terms of the standard system for charging infrastructure, the National Energy Administration stated that up to now, a total of 40 national standards, 32 industrial standards and 27 association standards have been issued, forming a relatively complete charging standard system.
Meanwhile, the National Energy Administration will continue to push forward technical research and business model innovation for vehicle-to-grid (V2G) interaction, and accelerate the development of a new model for coordinated development of new energy vehicles and power grids.

Your proposal on developing a high-quality charging infrastructure network has been received. Our reply is as follows:
The National Energy Administration attaches great importance to the construction of charging infrastructure. Together with relevant parties, we earnestly implement the Guiding Opinions of the General Office of the State Council on Further Developing a High-Quality Charging Infrastructure System (hereinafter referred to as the Guiding Opinions). We have built the world’s largest and most widely distributed charging infrastructure network, which effectively supports the rapid development of the new energy vehicle industry and facilitates the green and low-carbon transition of the transportation sector.
I. On Strengthening the Planning and Layout of Charging Networks
Together with relevant ministries and commissions, the National Energy Administration formulated and issued the Implementation Opinions on Further Improving the Service Support Capacity of Electric Vehicle Charging Infrastructure (Fa Gai Neng Yuan Gui〔2022〕No.53) (hereinafter referred to as the Implementation Opinions), explicitly requiring the establishment and improvement of planning mechanisms. It requires local development and reform and energy authorities, together with departments of industry and information technology, natural resources, housing and urban-rural development, transport and other relevant departments, to scientifically compile provincial special plans for charging infrastructure under the 14th Five-Year Plan, and guide prefecture-level cities to formulate layout plans with districts and counties as basic units. Contents concerning layout, land use and land use control shall be well coordinated with relevant plans. The Ministry of Public Security and the National Energy Administration encourage charging parking lot operators to curb parking by non-charging vehicles through technical parking restrictions or punitive parking fees, and fully leverage economic instruments to improve operation and management.
Going forward, we will continuously strengthen the planning and layout of charging networks, earnestly implement the Guiding Opinions, speed up charging infrastructure construction in rural areas, optimize charging networks along highways and residential communities, and promote high-quality development of charging infrastructure.
II. On Strengthening Support for Residential Charging Facilities
The National Energy Administration and other relevant ministries and commissions attach great importance to charging infrastructure in residential communities. In 2016, they jointly issued the Notice on Accelerating the Construction of Electric Vehicle Charging Infrastructure in Residential Areas (Fa Gai Neng Yuan〔2016〕No.1611), putting forward requirements for renovating facilities in existing residential areas and standardizing facility construction in new residential areas. The Guiding Opinions calls for actively advancing charging infrastructure construction in residential communities. For existing residential communities, we will accelerate the installation of charging infrastructure for all fixed parking spaces where conditions permit, and optimize the layout of public charging infrastructure. Construction entities of new residential communities shall assume primary responsibility and strictly implement supporting charging infrastructure requirements, ensuring that 100% of fixed parking spaces are equipped with charging infrastructure or reserved with installation conditions as stipulated to meet the requirements for direct meter installation and grid connection. Cities are encouraged to accelerate the formulation of guidelines for the construction and management of charging infrastructure in residential communities.
Next, relevant ministries and commissions will actively implement the Guiding Opinions, and guide local authorities to build residential charging facilities in light of local conditions in combination with urban old residential community renovation and complete community construction pilots.
III. On Strengthening Supervision and Administration of the Charging Market
Regarding accelerating the improvement of the supervision platform system for charging facilities: The National Energy Administration is pushing ahead with the development of a three-tier national-provincial-municipal monitoring and service platform system for charging facilities with vertical connectivity and horizontal coordination. At present, 29 provincial platforms and 52 municipal platforms have been built nationwide, providing strong support for local industry management, subsidy disbursement and planning formulation. The State Grid Corporation of China has been entrusted to develop the national charging facility monitoring and service platform together with industrial enterprises and relevant institutions, and the platform is now in trial operation. Going forward, we will implement the requirements of the Guiding Opinions, continue to develop the national charging facility monitoring and service platform, adhere to government guidance and market-oriented operation, encourage provinces (autonomous regions and municipalities directly under the Central Government) to build integrated platforms for charging infrastructure supervision and operation services, and strive to boost interconnection among provincial platforms.
Regarding operating subsidies and fiscal support: The Guiding Opinions encourages local governments to formulate operating subsidy standards linked to service quality, increase subsidies for demonstration projects such as high-power charging and V2G interaction, and support the construction of eligible charging infrastructure via local government bonds.
IV. On Strengthening the Upgrade of Charging Technical Standards
Regarding the standard system for charging infrastructure: In 2010, the National Energy Administration took the lead in establishing the Energy Industry Technical Committee for Standardization of Electric Vehicle Charging Infrastructure, and actively promoted the development of a sound standard system for charging infrastructure. Up to now, 40 national standards, 32 industrial standards and 27 association standards have been released, forming a relatively complete charging standard system.
Regarding V2G interaction and coordinated charging: The Guiding Opinions calls for vigorous promotion and application of intelligent charging infrastructure. Newly built charging infrastructure shall adopt intelligent facilities in principle, and existing charging infrastructure shall undergo intelligent retrofitting. The time-of-use electricity pricing policy shall be implemented to guide end users to widely participate in intelligent coordinated electricity consumption and V2G interaction. In the next step, we will continue to advance technical research and business model innovation for V2G interaction, and accelerate the development of a new model for coordinated development of new energy vehicles and power grids.
