With the introduction of a series of encouraging policies by the state, the sales of new energy vehicles have grown substantially. However, the lag in infrastructure such as charging piles has, to a certain extent, affected people's enthusiasm for purchasing and using new energy vehicles. On January 29, Wang Li, a deputy to the Provincial People's Congress, suggested advancing the construction of new energy vehicle charging stations and charging piles to provide infrastructure support for accelerating the development of new energy vehicles.

Wang Li proposed that, in accordance with the relevant requirements of the new national standards for charging pile construction, Liaoning Province should formulate specific implementation rules for the promotion of charging pile construction as soon as possible. She suggested that in the planning and construction process of new residential communities, the installation of charging piles should be planned in advance; for old residential communities with installation needs, the application procedures should be simplified as much as possible, and necessary power capacity expansion should be carried out. New energy electric vehicle sales enterprises should incorporate charging pile construction into their after-sales service systems and be responsible for working with power supply companies to conduct on-site surveys of electricity use and construction feasibility at the agreed survey time. Relevant departments should give appropriate preferential treatment to the charging electricity price for self-use new energy electric vehicles, charging according to the residential electricity price standard without implementing tiered pricing, and discuss the feasibility of peak-valley electricity pricing. Government departments should, through market-oriented operation methods, actively encourage private capital to participate in charging pile construction, so that charging pile construction and operation can achieve benign development.
