Notice by the National Development and Reform Commission and Other Departments on Issuing the Three-Year Doubling Action Plan for the Service Capacity of Electric Vehicle Charging Facilities (2025–2027)

To the Development and Reform Commissions, Energy Bureaus, competent departments of industry and information technology, competent departments of housing and urban-rural development, competent departments of transport, and market regulation departments of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps; the Beijing Municipal Commission of Urban Management; State Grid Corporation of China; China Southern Power Grid Co., Ltd.; Inner Mongolia Power (Group) Co., Ltd.; and the China Electricity Council:

In order to implement the relevant requirements of the "Special Action Plan for Boosting Consumption," intensify efforts to improve the service network for electric vehicle charging facilities, enhance consumption quality, and promote the purchase and use of electric vehicles on a larger scale, the National Development and Reform Commission and other departments have studied and formulated the "Three-Year Doubling Action Plan for the Service Capacity of Electric Vehicle Charging Facilities (2025–2027)," which is hereby issued to you. Please organize and implement it conscientiously.
