In order to implement the requirements of the "Opinions of the National Energy Administration on Strengthening Power Safety Governance and Safeguarding the High-Quality Development of the New-Type Power System with High-Level Safety" (Guo Neng Fa An Quan [2024] No. 90), advance the safe co-governance of source-grid-load-storage, and enhance the ability to manage user-side grid-related safety risks, the relevant matters are hereby notified as follows.
I. Accurately Grasp the Overall Requirements for User-Side Grid-Related Safety Management
(1) Attach Great Importance to User-Side Grid-Related Safety Management
Grid-related safety management is a key link in the safe and stable operation of the power system and an important measure for serving the high-quality development of the new-type power system. In recent years, the number of power grid fault and outage incidents caused by user-side reasons has shown an upward trend, and user-side grid-related safety risks are gradually being transmitted to the grid side. All units should raise their awareness of the importance of user-side grid-related safety management, and with a high sense of responsibility and mission, promote innovation in technical means and management models, effectively control grid-related safety risks, and prevent the occurrence of power safety accidents.
(2) Scientifically Define the Scope of User-Side Grid-Related Safety Management
The provincial power management departments should organize power grid enterprises and their dispatch institutions to comprehensively consider system safety needs and regularly sort out power users that may cause general or above power safety accidents or have a major impact on system safety and stability. The focus of the sorting includes large users with a high load proportion in local areas, power quality-sensitive users, users in important industries, source-load hybrid users, load aggregation users, and high-risk over-level tripping users, etc., and form an annual list of power users within the scope of user-side grid-related safety management in their jurisdiction.
(3) Strictly Fulfill User-Side Grid-Related Safety Responsibilities
The relevant power users included in the scope of grid-related safety management (hereinafter referred to as "relevant power users") are the responsible entities for user-side grid-related safety management. They should, in accordance with national and power industry laws, regulations, and technical standards, improve internal management systems and standardize the safety management of grid-related equipment.
Power grid enterprises and their dispatch institutions are responsible for the professional management of grid-related safety of relevant power users. They should guide relevant power users to reasonably arrange operation modes and strengthen technical supervision over the configuration of grid-related equipment and the management of grid-related parameters.
The dispatched agencies of the National Energy Administration and local power management departments at all levels should fulfill their grid-related safety supervision and management responsibilities within their respective scope of duties. The dispatched agencies of the National Energy Administration are responsible for supervising and managing the performance of grid-related safety professional management duties by power grid enterprises and their dispatch institutions. Local power management departments at all levels supervise and manage the performance of grid-related safety subject responsibilities by relevant power users.
II. Strengthen Source Control of User-Side Grid-Related Safety
(4) Strengthen Grid Connection Access Management
Power grid enterprises and their dispatch institutions should clarify the grid-related safety requirements for relevant power users at stages such as planned access, business expansion and installation, and grid-connected operation. They should strictly carry out safety and reliability reviews of the access system, urge relevant power users to standardize the design and selection of grid-related equipment, strictly control quality in links such as procurement, supervision and manufacturing, installation, and commissioning, and carry out access harmonic assessment and harmonic control. They should urge relevant power users to improve the current-carrying safety margin of grid-related equipment, regularly carry out preventive tests, promptly replace and renovate old equipment, and strictly prohibit equipment from "operating with defects." User-side grid-related safety risks should be taken as a key content of grid connection acceptance. By signing power supply and use contracts, grid-connected dispatch agreements, and other means with relevant power users, the responsibilities and obligations of both parties in grid-related safety management should be clarified to jointly safeguard the safety of the power system.
(5) Reasonably Configure Relay Protection and Low-Voltage Trip Devices
Power grid enterprises and their dispatch institutions should guide relevant power users to configure grid-related relay protection and safety automatic devices in accordance with standards and specifications. For relevant power users connected at 220 kV and above voltage levels, they should be required to configure longitudinal differential protection in the access system part according to the dual-redundancy principle. Relevant power users equipped with low-voltage trip devices should configure low-voltage trip devices in accordance with standards such as "Low-Voltage Switchgear and Controlgear" (GB/T 14048), and in accordance with standards such as "Power Quality—Voltage Swell, Voltage Dip and Short Interruption" (GB/T 30137), take necessary measures to improve the voltage dip immunity of sensitive equipment.
(6) Promote the Formulation and Revision of Standards
Power grid enterprises and their dispatch institutions should comprehensively sort out the list of standards and specifications related to user-side grid-related safety management and actively promote the formulation of necessary technical standards. They should comprehensively sort out the differences between electricity-related standards in relevant industries and power industry standards, and promptly report the standard differences and the resulting grid-related safety issues to local power management departments at all levels and the dispatched agencies of the National Energy Administration. Provincial power management departments should coordinate power grid enterprises and relevant power users to promote the elimination of grid-related safety issues caused by standard differences. If consensus cannot be reached through coordination, the relevant situation should be promptly reported to the National Energy Administration for handling.
III. Strengthen User-Side Grid-Related Safety Operation Management
(7) Enhance Information Collection and Regulation Capabilities
Power grid enterprises and their dispatch institutions should continuously strengthen the construction of regulation capabilities and enhance the "observability and measurability" of relevant power users. Relevant power users should, in accordance with the requirements of dispatch agreements, connect electrical wiring, device models, and key operation information to the power grid dispatch system, possess the ability to receive and execute control and regulation instructions from dispatch institutions, meet the "regulable and controllable" requirements of power grid operation, and cooperate in carrying out actual measurement modeling when necessary. Relevant power users should establish and improve systems such as equipment operation and maintenance management, promptly eliminate telecontrol channel faults, and ensure that they do not affect the information collection, upload, remote control, and remote adjustment of the dispatch automation system. The operating personnel of relevant power users should undergo training and obtain qualification certificates before taking up their posts.
(8) Strengthen Operation Safety Risk Control
Power grid enterprises and their dispatch institutions should avoid extensive grid-related safety management according to the property rights demarcation point. They should, through means such as "one household, one file," deeply assess safety risks threatening the grid side, put forward control requirements for relevant power users, urge users to implement anti-accident measures, regularly update the user-side grid-related safety risk ledger, and promptly report risks that constitute general or above power safety accidents to provincial power management departments and dispatched agencies of the National Energy Administration. Relevant power users should, in accordance with the requirements of dispatch institutions, promptly and accurately report information such as faults and hidden dangers, and strictly implement safety and stability control measures.
Local power management departments at all levels should urge relevant power users to implement risk control requirements. If risk control requirements are difficult to implement due to reasons such as differences in industry standards or power users' lack of willingness to renovate, they should clarify the responsibilities and obligations of relevant parties by organizing power grid enterprises and power users to sign safety agreements and other means. They should strengthen policy dissemination to relevant power users, urge relevant power users to formulate emergency plans for grid-related safety accidents, carry out grid-related safety emergency drills, and enhance emergency response capabilities.
(9) Build a Strong Cybersecurity Defense Line
Relevant power users should continuously optimize the cybersecurity protection of power monitoring systems, strengthen supply chain safety management, and strictly prohibit the unauthorized setting or reservation of external control interfaces within power monitoring systems. Power grid enterprises and their dispatch institutions should strengthen cybersecurity technical supervision of user-side power monitoring systems, regularly publish lists of cybersecurity technical supervision issues, supervise and guide relevant power users to improve safety protection measures, and promote problem rectification.
(10) Strengthen Unified Dispatch Management of Self-Supply Power Plants
Grid-connected self-supply power plants should be included in the unified management of dispatch institutions, comply with a series of technical specifications for dispatch management, and implement full-process technical supervision of secondary systems. Dispatch institutions should urge grid-connected self-supply power plants to complete relevant grid-related tests, setting verification, preventive tests, and other work in accordance with regulations, put into operation necessary functions for maintaining power grid safety and stability such as power system stabilizers and primary frequency regulation, and strictly implement power grid peak-shaving and frequency regulation requirements.
IV. Strengthen Supervision and Management of User-Side Grid-Related Safety
(11) Strict Supervision and Inspection
Local power management departments at all levels should verify the implementation of grid-related safety management requirements by relevant power users on an annual basis, and urge rectification of problems found. For those who refuse to rectify, they should be dealt with in accordance with laws and regulations such as the "Energy Law of the People's Republic of China," the "Electricity Law of the People's Republic of China," the "Cybersecurity Law of the People's Republic of China," the "Regulations on Power Grid Dispatch Management," the "Regulations on Emergency Handling and Investigation of Power Safety Accidents," and the "Rules for Power Supply Business." For power users that do not meet the relevant requirements of grid-related safety management and endanger power supply safety, measures should be taken to urge rectification. For those with inadequate rectification that seriously affects the safe operation of the power system, measures such as power outage should be taken promptly in accordance with laws and regulations.
The dispatched agencies of the National Energy Administration should incorporate user-side grid-related safety management into the power grid safety risk control system and urge power grid enterprises and their dispatch institutions to do a good job in professional management of user-side grid-related safety.
(12) Carry Out Special Screening of Low-Voltage Trip Configuration of Power Users
Local power management departments at all levels should guide relevant power users to take measures such as withdrawing unnecessary low-voltage trip devices, reasonably setting fixed values, and optimizing installation positions, so as to avoid situations such as device misoperation and expansion of outage scope. Power grid enterprises and their dispatch institutions should provide technical support.
