Notice of the National Development and Reform Commission and the National Energy Administration on Matters Concerning the Orderly Promotion of Multi-User Green Electricity Direct Connection Development

In order to implement the spirit of the 20th National Congress of the Communist Party of China and all previous plenary sessions of the 20th Central Committee, improve policies and measures for the consumption and regulation of new energy, promote the nearby and local consumption of new energy, better meet the needs of the green and low-carbon energy transition, and actively promote the realization of the carbon peak and carbon neutrality goals, on the basis of the "Notice on Matters Concerning the Orderly Promotion of Green Electricity Direct Connection Development" (Fa Gai Neng Yuan [2025] No. 650), the relevant matters concerning the orderly promotion of multi-user green electricity direct connection development are hereby notified as follows.
I. Scope of Application
Multi-user green electricity direct connection refers to a model in which new energy power generation such as wind power, solar power generation, and biomass power generation is not directly connected to the public power grid, but supplies green electricity to multiple users through dedicated lines and substation facilities, achieving clear traceability and allocation of supplied electricity. Among them, multiple users refer to multiple different legal entity entities, excluding residential and agricultural users. Multi-user green electricity direct connection projects (hereinafter referred to as "projects") are divided into two categories according to whether they are connected to the public power grid: grid-connected type and off-grid type. Grid-connected projects are connected to the public power grid as a whole, forming a clear physical interface and responsibility interface with the public power grid, and the power source should be connected within the project.
New loads may be equipped with new energy power sources to form multi-user green electricity direct connection projects. Among existing loads, a single-user green electricity direct connection project may absorb other new loads and, at the same time, support the expansion of new energy power sources to form a multi-user green electricity direct connection project; users with green electricity consumption needs (including enterprises with green electricity consumption ratio requirements, key energy-consuming and carbon-emitting enterprises, export-oriented enterprises with carbon reduction needs and their upstream and downstream enterprises, etc.) may utilize surrounding new energy resources to explore multi-user green electricity direct connection; all or part of the loads of industrial parks, zero-carbon parks, incremental distribution networks, etc. may be connected to new energy nearby to form multi-user green electricity direct connection projects.
Support is given to new energy power generation projects that have not yet carried out power grid connection engineering construction, as well as new energy power generation projects that cannot be connected to the grid due to reasons such as limited new energy consumption, to carry out multi-user green electricity direct connection after fulfilling the corresponding change procedures. Distributed photovoltaic power may participate in multi-user green electricity direct connection through centralized collection. Priority support is given to computing power facilities, green hydrogen-ammonia-methanol and other emerging industries and future industries to carry out green electricity direct connection. Projects should meet the requirements of national industrial policies, and enterprises are strictly prohibited from carrying out illegal and non-compliant activities through green electricity direct connection.
II. Planning, Investment, and Construction
(1) Project Planning
Provincial energy authorities should strengthen the overall planning of projects. Projects should reasonably plan the scale of new energy installed capacity according to the principle of "determining the source by the load," with the annual self-generated and self-consumed electricity accounting for no less than 60% of the total available power generation, and no less than 30% of the total electricity consumption, and no less than 35% before 2030.
The scale of wind power and solar power generation of the project shall be included in the new energy power generation development and construction plan formulated by the provincial energy authorities, and the relevant planning management requirements shall be implemented with reference to the "Notice on Matters Concerning the Orderly Promotion of Green Electricity Direct Connection Development" (Fa Gai Neng Yuan [2025] No. 650). The project and its internal resources are exempt from power business licenses, unless otherwise provided.
(2) Investment Model
The project should clarify an independent entity as the main responsible unit of the project; the main responsible unit of the project should have legal person qualification and, in principle, should be established as a joint venture by the power source party and the load party, or may be established by one party, either the power source party or the load party, investing alone. For park-mode projects, the main responsible unit of the project may be established with investment from the park management committee or a third-party institution (excluding public power grid enterprises operating transmission business). The project's connecting lines, substation facilities, energy storage, and operation platform shall, in principle, be invested in and constructed by the main responsible unit of the project. The main responsible unit of the project should make full use of existing power facilities. On the premise of not affecting the division of the responsibility interface with the public power grid, it may negotiate the use of existing power facilities of other entities through leasing and other means; if negotiation fails, the main responsible unit of the project may construct the relevant facilities on its own. The main responsible unit of the project and internal entities such as power sources and loads shall sign agreements on matters such as property rights division, operation and maintenance, balancing responsibility, internal fee standards and settlement, and liability for breach of contract.
(3) Construction Management
Projects should be promoted in a coordinated manner and constructed collaboratively according to planning, matching the timing and scale of construction and commissioning of loads and power sources.
After the project is completed, if the grid connection capacity changes, the system access assessment and other procedures shall be re-performed. If new energy power generation scale is added within the project, it shall be reported to the provincial energy authorities for approval and included in the new energy power generation development and construction plan. Power grid enterprises shall provide grid connection services to projects meeting grid connection conditions in a fair and non-discriminatory manner.
III. Operation Management
(4) Responsibility Interface
The main responsible unit of the project bears the relevant responsibility for power supply interruptions caused by the project's own reasons, and shall fairly divide responsibilities according to internal agreements and actual operation in accordance with the principle of "whoever causes it is responsible."
Grid-connected projects and the public power grid each perform corresponding power safety risk control responsibilities within the responsibility interface. Grid-connected projects should comprehensively consider factors such as internal source-load characteristics, balancing capacity, and economic benefits, and independently and reasonably determine the capacity connected to the public power grid; the public power grid performs power supply responsibilities according to the grid connection capacity and relevant agreements. The main responsible unit of a grid-connected project should organize internal power sources and loads to establish corresponding adjustment mechanisms to ensure that the exchange power between the project and the public power grid does not exceed the grid connection capacity.
Off-grid projects bear the safety risk control responsibilities within the project scope themselves.
(5) Safe Operation Management
Projects should be equipped with secondary systems such as relay protection, safety and stability control devices, and communication equipment in accordance with standards. The main responsible unit of the project should strengthen operation management capabilities, collaboratively optimize internal power sources, energy storage, and other resources of the project, make plans for internal power consumption adjustment and orderly supply under emergency scenarios, clarify relevant safety and economic responsibilities, and submit them to the provincial energy authorities for filing.
Grid-connected projects shall be equipped with monitoring and control facilities in a hierarchical and classified manner according to the connected voltage level and capacity scale, do a good job in monitoring the exchange power with the public power grid, install network security facilities such as network security monitoring and isolation devices, and the grid-related performance of internal facilities shall meet relevant standards, and relevant materials shall be provided to power dispatch institutions in accordance with relevant provisions. Grid-connected projects shall be connected to the new-type power load management system or power dispatch automation system according to the category of services provided to the system. The project as a whole and its internal power sources shall accept unified management by the corresponding dispatch institution according to the connected voltage level and capacity scale, and the dispatch institution shall issue dispatch plans based on the project's spot market clearing results; for grid-connected projects participating in the electricity spot market as a whole, the main responsible unit of the project shall be responsible for managing internal balance according to the dispatch plan.
(6) Nearby Consumption Requirements
Projects should enhance nearby consumption capacity through means such as reasonably configuring energy storage, improving centralized control management capabilities, tapping the flexible adjustment potential of loads, and carrying out multi-energy complementarity. Curtailed new energy electricity of the project shall not be included in the statistics of new energy utilization rate.
The planning scheme of a grid-connected project should reasonably determine the maximum load peak-valley difference rate, and the power peak-valley difference rate of the exchange power with the public power grid shall not be higher than the planned value in the scheme. In order to avoid excessively increasing the consumption pressure of the public power grid, after a grid-connected project is put into operation, the annual on-grid electricity shall, in principle, not exceed 20% of the total available power generation, and the specific proportion may be determined by each provincial energy authority according to actual conditions. During periods of difficulty in new energy consumption clearly defined by the provincial energy authorities, grid-connected projects shall not feed power back to the public power grid.
IV. Trading and Pricing Mechanisms
(7) Market Participation Methods
Grid-connected projects shall register in the market as new-type business entities in accordance with the "Basic Rules for Electricity Market Registration," and internal entities may also register separately; projects shall, in principle, participate in electricity market trading as a whole, with the main responsible unit of the project submitting unified declarations; in the initial stage, projects may participate in the electricity spot market in the form of "declaring quantity without price," and when conditions mature, gradually transition to participating in the electricity spot market in the form of "declaring both quantity and price." Projects shall not be purchased by power grid enterprises as agents.
(8) Metering Management
Projects should have the conditions for sub-metering. Power grid enterprises shall install bidirectional time-of-use metering devices that comply with relevant standards and are recognized by relevant departments at the gateways of each power generation, auxiliary power, grid connection, internal user, and energy storage within the project. It is prohibited to bypass each electricity metering device for electricity use.
For grid-connected projects, the access point between the project and the public power grid shall be used as the metering and settlement reference point, and electricity fees shall be settled with the public power grid as a whole.
(9) Internal Project Management
The main responsible unit of the project shall sign agreements with internal entities of the project in accordance with the principle of equal rights and responsibilities and fair sharing, reasonably determine contents such as internal settlement methods, and periodically negotiate and adjust them considering factors such as changes in external market prices and actual load adjustment capabilities. The main responsible unit of the project is encouraged to organize internal power sources and loads, on the basis of the agreement, to optimize internal operation methods according to the adjustment capabilities of internal entities and the agreed compensation standards, and promote coordinated operation of sources and loads.
(10) Pricing Mechanism
Grid-connected projects shall meet the relevant requirements of the "Notice on Improving the Pricing Mechanism to Promote Nearby Consumption of New Energy Power Generation" (Fa Gai Jia Ge [2025] No. 1192), and fairly bear costs such as transmission and distribution fees, system operation fees, and policy-based cross-subsidies. The main responsible unit of the project is responsible for uniformly settling electricity fees with the public power grid. Grid-connected and off-grid projects shall pay government funds and surcharges in accordance with current policies. The new energy power generation of the project shall not be included in the new energy sustainable development price settlement mechanism.
(11) Green Electricity Traceability Mechanism
For a grid-connected project as a whole, the self-generated and self-consumed electricity shall be determined by deducting the on-grid electricity from the actual internal new energy power generation (including the project's new energy electricity released by energy storage), forming the overall green electricity traceability result of the project. Each internal user of the project may determine its self-generated and self-consumed electricity according to its proportion of electricity consumption in each time period, achieving hourly-level matching of new energy generation and consumption.
Internal power sources of the project shall be filed and registered on the National Renewable Energy Power Generation Project Information Management Platform. Power grid enterprises shall, in principle, calculate green electricity traceability results based on metering data, and after verification in accordance with relevant provisions, push them to the National Green Certificate Issuance and Trading System. The issuance, transfer, and cancellation of green certificates corresponding to the project's self-generated and self-consumed electricity shall be executed in accordance with relevant provisions.
V. Organizational Safeguards
The National Development and Reform Commission and the National Energy Administration shall strengthen guidance on the green electricity direct connection model, promptly evaluate its effectiveness, and promote the steady and orderly development of the green electricity direct connection model.
Provincial energy authorities shall, in light of actual conditions such as the province's power supply and demand situation and consumption conditions, further refine specific requirements such as applicable entities, project user boundaries, nearby consumption distance, and on-grid electricity proportion, and clarify the exit mechanism for project power sources, loads, connecting lines, and substation facilities. Provincial energy authorities shall do a good job in project management, optimize approval and filing processes in response to the multi-entity characteristics of projects; organize qualified third-party institutions to carry out scheme reviews, and fully listen to the opinions of power grid enterprises, dispatched agencies of the National Energy Administration, etc., guiding projects to scientifically and reasonably assess needs; promptly track and monitor project operation, and strengthen supervision of project construction and operation safety.
Dispatched agencies of the National Energy Administration shall strengthen supervision according to their responsibilities, promptly track the project construction and policy implementation within their jurisdiction, and actively promote all parties to standardize project construction and operation as required.
Power grid enterprises and electricity market operating institutions shall do a good job in implementation, continuously improving technical support capabilities and service levels for project grid connection and participation in electricity market trading.
